What is Stormwater and Why is it an Issue?
Stormwater runoff is generated from rain flowing over land or impervious surfaces, such as paved streets, parking lots, and building rooftops. Runoff comingles with pollutants such as trash, chemicals, oils, and dirt/sediment and can negatively impact rivers, streams, lakes, and coastal waters.
To protect these precious resources – communities, construction companies, industries, and others – are required to obtain a permit under the National Pollutant Discharge Elimination System (NPDES).

Ensuring Permit Compliance
Stormwater permitting may seem complicated – The Blackledge Group helps simplify the permitting process for our clients. The first step of the permitting process is to prepare a site-specific Storm Water Pollution Prevention Plan (SWPPP). In some cases, numerical effluent limitation monitoring is required. Our professionals have prepared site-specific SWPPPs for thousands of construction and industrial sites. They can assist with filing your Notice of Intent (NOI) for coverage under the appropriate permit type and will follow each project from NOI to Notice of Termination (NOT). A project is not complete until a NOT is filed.
NPDES Required Site Inspections
The Blackledge Group provides qualified stormwater inspectors to inspect construction sites and industrial facilities. We can develop and provide a stormwater compliance program that includes inspections for construction sites at least once every seven calendar days and within 24 hours of the end of a storm that is 0.25 inches or greater; or where the site is stabilized, at least once every other month. Third-party compliance checks are also offered, which include visually inspecting sites and preparing inspection reports on a monthly basis for long-term roadway projects and large construction sites.
For industrial facilities, The Blackledge Group assists clients by providing third-party quarterly visual monitoring of stormwater discharges and an Annual Comprehensive Site Evaluation. As part of the quarterly inspections we will provide recommendations for Best Management Practices (BMPs), additional engineering controls, or recommended repairs to existing controls. Any deficiencies noted during the inspection are discussed with the client.
